Hi' It means the phone's main software is unable to communicate with the launcher, either it is corrupted or uninstalled as most rooted users does (uninstall) by mistake, if the app (launcher) is uninstalled' even a hard reset will not restore it, please see the tutorial here http://www.satechhelp.co.za/7948/Fix-Launcher-3-Stopped-Working-Android-Tablet for a possible fix.
