Hey Anne, to resolve a similar issue on an AG Chrome Go-Tab (tablet), a new firmware had to be reloaded. We will try running a search for a Chrome Vibe firmware/ROM pack and update this answer afterwards. An app must have been installed and forced to become part of the firmware files, which should be the one maintaining contacts with the adware/malware servers to initiate the app downloads. This is why and hard reset is unable to compromise the root app causing your issue.
Updates. This model's firmware is currently not available online. You may need to contact AG Mobile directly for further help then. On the other hand, if you know someone who owns a similar model and have access to a computer, then you could take a backup from that and use it on your Chrome Vibe.
